Adaptation capacity
This is a composite indicators of the lack of capacity in responding and adapting to the crises. The indicator is derived by taking into account indicators of poverty, food security, governance, communication and physical connectivity (INFORM https://drmkc.jrc.ec.europa.eu/inform-index). It is obtained from a linear combination of single standardised dimensions, then standardised in a 0-1 range where 1 means lack of adaptation capacity.
It can be used for vulnerabliity and risk analysis. It is one of the three dimensions of the composite indicator for vulnerability to global tourism and travel crisis.
The majority of countries in Eastern and Central Africa regions, some countries in Sourthern and Western Africa regions, Papua New Guinea in the Pacific region, and Haiti in the Caribbean have a combination of governance and socio-economic vulnerability that can lead to low response and adaptation capacity in face of sudden economic crises.
